Judge Hom was appointed by Governor Gray Davis to the Sacramento County Superior
Court in May of 2002. He serves as a general assignment trial judge presiding
over both criminal and civil matters. Judge Hom chairs the New Judge Orientation
Committee and is Steering Committee Co-Chair for the Integrated Criminal Justice
Information System. He maintains membership in the California Judges Association,
the California Asian Judges Association and the Anthony M. Kennedy Inn of Court.
He is the 2005 Vice President of the California Asian Judges Association and the
2004 Vice President of the Judicial Council of the National Asian Pacific American
Bar Association.
Prior to his appointment to the Superior Court, Judge Hom was engaged in the private
practice of law emphasizing both personal injury and criminal defense litigation.
He started his legal career as a Deputy District Attorney for Sacramento County.
Prior to his appointment to the Superior Court, Judge Hom was active in numerous
community based and professional organizations. He has been an active member of the
Sacramento County Bar Association and is a former board member of the Sacramento Asian
Pacific Chamber of Commerce where he also served as Legal Counsel. He is a past
President of the Asian/Pacific Bar Association of Sacramento. In 2001, Judge Hom
served on the statewide Racial Profiling Curriculum Committee for P.O.S.T. (Peace
Officers Standards and Training) developing state mandated racial profiling training
curriculum for all California peace officers. He has also served as a member of the
Bar Council for the Sacramento County Bar Association and the Sacramento County Bar
Association Lawyer Referral and Information Service.
In 1998, Judge Hom was appointed to the Human Rights/Fair Housing Commission for the
City and County of Sacramento. He served as the Chairperson of the Commission up to
the assumption of his judicial duties. The Commission addresses a wide range of human
relations issues from hosting the Western States Hate Crimes Conference and the
investigation of hate crime offenses to addressing the problems facing the disabled
in housing and the enforcement of fair housing legislation.
Judge Hom is the recipient of the Sacramento Asian/Pacific Chamber of Commerce President’s
Award and in 2002 was honored by National Asian Pacific American Bar Association with the
organization’s Trailblazer Award for his substantial and lasting contributions to the
Asian Pacific Islander community.
Judge Hom is a graduate of the University of California, Berkeley and Hastings College
of the Law.
